About Us

The Government of the Philippines (GPH) has been engaging the Moro Islamic Liberation Front (MILF) on a formal peace process since January 1997.

Over the period of 17 years, many agreements have been reached by both parties. Some of these are:

1.Agreement on the General Cessation of Hostilities (July 18, 1997)

2.Implementing Guidelines of the GRP-MILF Agreement on the General Cessation of Hostilities (November 14, 1997)

3.General Framework of Agreement of Intent Between the GRP and the MILF (August 27, 1998)

4.Formal Opening of Peace Talks at Da’wah Center in Sultan Kudarat, Maguindanao (October 25, 1999)

5.Agreement on the General Framework for the Resumption of Peace Talks Between the GRP and MILF (March 24, 2001)

6.Tripoli Agreement on Peace (June 22, 2001)

7.Memorandum of Agreement on Ancestral Domain (Signing was supposed to take place on August 5, 2008)*

8.Decision Points on Principles (April 24, 2012)

The Framework Agreement on the Bangsamoro (FAB) was signed on October 15, 2012. It spells out the establishment of the Bangsamoro as the new autonomous political entity that would replace the Autonomous Region in Muslim Mindanao (ARMM).

The Four Annexes referred to in the FAB have already been signed. These are the Annex on Transitional Arrangements & Modalities (February 27, 2013); Annex on Revenue Generation & Wealth Sharing (July 13, 2013); Annex on Power Sharing (December 8, 2013); and the Annex on Normalization (January 25, 2014). The Addendum on Bangsamoro Waters was also signed on the same date as that of the Annex on Normalization.

On March 27, 2014 the Comprehensive Agreement on the Bangsamoro (CAB) was signed in Malacanang Palace which "consolidates and affirms the understanding and commitment between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF)."

Recent Important Dates on the GPH-MILF Peace Process

APRIL 20, 2014 — Draft Bangsamoro Basic Law (BBL) was adopted by BTC and transmitted two days thereafter to the Office of the President

SEPTEMBER 10, 2014 — Draft BBL was submitted by the Office of the President to the Senate and House of Representatives

SEPTEMBER 23, 2014 — Senate’s first official briefing on the proposed BBL.

SEPTEMBER 24, 2014 — House of Representatives AdHoc Committee on the Bangsamoro Basic Law conducted its first public hearing on the BBL

DECEMBER 24, 2014 --- MILF formally launched the UBJP (United Bangsamoro Justice Party)
